WhatsApp Click-to-Chat Ads: New 7-Day Free Messaging Window
Since 09/28, ad leads get up to 7 days of free messaging. Learn what still costs, BSUID, and how to prove sales to clients.

Click to WhatsApp ads became cheaper to operate on September 28, 2026: the free window Meta opens when a lead arrives via an ad increased from 72 hours to up to 7 days. For those managing client ad spend, this changes the real cost per conversation, the follow-up design, and how to prove results. This guide shows what changed, what still incurs charges, and how to measure from ad to revenue.
TL;DR
- Since 09/28/2026, conversations initiated by Click to WhatsApp ads gain a free window of up to 7 days (previously 72 hours). Within this window, marketing, utility, authentication templates, and service messages cost $0.
- Outside this window, since 10/01/2026, service messages cost R$ 0,035 in Brazil (above the 1,000 per number/month allowance) and marketing costs R$ 0,3217.
- The Meta Business Agent (Meta's own AI) is charged even within the free window: US$ 2.00 per million tokens.
- The BSUID is mandatory for those running Click to WhatsApp ads, and the phone number is no longer a reliable lead key.
- The free window only becomes a sales argument if you measure leads and sales from each ad. Without this, it's an unseen saving.
What Changed in Click to WhatsApp Ads on September 28, 2026
The technical name is FEP (free entry point). When a person taps an ad that opens a WhatsApp conversation and the business responds within the 24-hour customer service window, Meta opens a period during which nothing the business sends to that person is charged. Until September, this period lasted 72 hours. According to the platform changelog of 09/28/2026 and the pricing page (updated on 09/30/2026), it can now remain open for up to 7 days.
Within the window, the following are free:
- Marketing templates (which would cost R$ 0,3217 each in Brazil);
- Utility and authentication templates;
- Service messages, which are freeform replies from the agent or your chatbot.
The Fine Print That Can Bust Your Budget
Three conditions determine whether the window opens or not, and I've seen agencies lose the free messaging on all of them:
- The lead must come via the mobile app. The FEP only opens when the person arrives via WhatsApp on Android or iOS. Clicks that land on WhatsApp Web or desktop do not open a free window.
- The business must respond within 24 hours. A lead who waited the entire weekend without a response does not get the 7 days.
- The window is for the company-user pair. If multiple messaging accounts use the same number, all share the same FEP.
What Meta Hasn't Yet Aligned
An honest warning: as of 10/05/2026, the non-template-messages page still contained the phrase "The 72-hour free entry point window is unchanged." The changelog and pricing page state 7 days, and they are the most recent source. There's also an internal inconsistency: the changelog only mentions Click to WhatsApp ads, while an older section still refers to Facebook Page CTA buttons. Until Meta unifies the text, I plan campaigns with 7 days for ads and promise nothing more than that to clients.
Real Cost Per Conversation: The Calculation Clients Will Demand
As of 10/01/2026, Meta began charging for each service message delivered, something that had been free since November 2024. This changed the weight of Click to WhatsApp ads within the budget: the lead entering via an ad is, today, the cheapest lead to serve through the official API.

Values from official rate files "effective October 1, 2026," linked in the Rate cards and volume tiers section of Meta's pricing page. Brazil's values did not change in October; what changed was what is now being charged.
A Client Portfolio Example
Consider a clinic client who receives 600 leads per month from Click to WhatsApp ads and wants to book appointments in the same week. The follow-up sequence includes a marketing template on the fifth day ("Still have an opening on Thursday, want to book?").
- Until 09/27, with a 72-hour window: the fifth day fell outside the FEP. 600 × R$ 0,3217 = R$ 193,02 per month just for that touchpoint.
- Since 09/28, with a window of up to 7 days: the same touchpoint, for leads who received a response within 24 hours via the app, costs $0.
It's not a fortune per client. But multiply by 20 accounts and three or four cadence touchpoints, and the difference can cover part of your fee. The point isn't the absolute value: it's that the cadence design now has a new boundary on day 7.
Where Costs Still Apply
Organic leads, who saved your number and messaged without going through an ad, still incur the full price. Each service reply above the allowance of 1,000 messages per number per month costs R$ 0,035, and the allowance does not roll over. A bot that "breaks" the reply into four bubbles pays for four messages. Meta Business Agent: The Charge That Doesn't Respect the Free Window
Here lies the trap of the month. Meta launched the Meta Business Agent, its own AI agent within WhatsApp, for partners on 07/01/2026, and began charging on 08/01/2026. It is charged even within the FEP, without an allowance or volume tiers.
- Price: US$ 2.00 per million tokens (input + output, no cache).
- Meta's own estimate: approximately 20 to 25 thousand tokens per message, i.e., US$ 0.04 to US$ 0.05 per message.
- Single charge: each message is either "Meta Business Agent" or "service," never both.
For the traffic manager, this means the phrase "WhatsApp from the ad is free for 7 days" ceases to be true if Meta's agent is responding. With 600 leads and ten AI responses each, Meta's estimate yields something between US$ 240 and US$ 300 per month, billed separately.
When to Use and When Not to Use
- Use when the volume of repetitive questions is high and the client's team cannot respond within 24 hours. Losing the window costs more.
- Do not use as the sole handler for hot leads. WhatsApp's Commercial Messaging Policy, updated on 09/23/2026, maintains the requirement for a clear path to a human.
- Do not confuse with your own chatbot: third-party AI (your bot, a contracted LLM) is charged as service, and within the FEP, it costs $0. I detail the compliance aspect in automating WhatsApp customer service with AI without getting banned.
The comparison Meta publishes (10,000 AI responses in Brazil costing less with the Business Agent than with third-party AI) is Meta's own sales material. Treat it as a hypothesis and measure it in your specific case.
BSUID: Click to WhatsApp Ad Leads May Arrive Without a Phone Number
This is the change that most breaks agency reports, and almost no one is paying attention. Meta is rolling out usernames on WhatsApp. When a user adopts a username, the phone number (wa_id) stops appearing in the webhook, and the business starts receiving the BSUID (business-scoped user ID), an identifier in the format BR.1234…, unique per business portfolio.
According to the BSUID documentation (updated on 09/15/2026), support is mandatory for those running Click to WhatsApp ads on the account. The phone number still appears in two exceptions: if the business number has exchanged messages or calls with that person in the last 30 days, or if they are in the portfolio's contact book.
What This Breaks in Practice
- CRM that uses the phone number as a key: the same lead becomes two entries, or disappears.
- Client's "WhatsApp leads" spreadsheet: the phone number column is empty, and the client thinks the lead is fake.
- Sales matching: without a phone number, it's impossible to match the lead with the order in the store's system.
What to Do Now
- Accept
user_id(BSUID) as an alternative lead key. - Do not discard messages that arrive without
wa_id. - Use the
REQUEST_CONTACT_INFObutton when the phone number is essential. - Handle BSUID changes (the system webhook notifies when the user changes numbers).
What Meta has not yet confirmed: the date when usernames will be available to all users. The documentation only says "gradually in 2026." Prepare your funnel now, not later.
How to Measure Leads and Sales from Click to WhatsApp Ads to Revenue
A free window doesn't show up in reports. What shows up is cost per lead and, if you do it right, cost per sale. The problem with Click to WhatsApp ads has always been the same: Ads Manager counts "conversations initiated," and an initiated conversation is not a lead, much less a sale.
The Four Links That Need to Be in the Same Database
- The spend: how much the campaign cost, per day, pulled from the official API.
- The lead with origin: the conversation must arrive in your system with network, campaign, and entry point tagged. The WhatsApp webhook delivers the ad reference information, including the
ctwa_clid(the click identifier). - The qualification: who responded, who disappeared, who fit the profile.
- The sale: who closed and how much they paid.
Sending the Signal Back to Meta
Meta has an official path for this: the Conversions API for Business Messaging. With it, events like LeadSubmitted, QualifiedLead, and Purchase return to the algorithm with action_source equal to business_messaging and the ctwa_clid of the conversation. The requirements are not trivial: a developer app, advanced access to the whatsapp_business_manage_events permission, and the Marketing API access level (500 successful calls in 15 days).
Common Measurement Pitfalls
- Optimizing for "conversation initiated." The algorithm learns to bring in those who click but don't respond.
- Counting duplicate leads due to separate BSUID and phone numbers.
- Leaving the sale in the client's notebook. If the sale doesn't return to the database, ROI becomes an opinion.

When It's Worth Betting on Click to WhatsApp Ads
- Short-cycle consultative sales: clinics, courses, rental real estate, local services. The lead decides in days, and the window covers the entire decision.
- Client with a team that responds quickly: the 24-hour rule is the key to free messaging.
- Offer that requires conversation: quotes, scheduling, Q&A.
When It's Not Worth It
- High-ticket with a 30-day cycle or more: the window closes long before the decision, and follow-up becomes paid again.
- Client who doesn't respond outside business hours: a Friday night lead misses the 24 hours, and the FEP doesn't open.
- Audience that arrives via desktop: no mobile app, no free window. In this case, Click to WhatsApp ads lose their main cost advantage.

The rule I use: everything important happens before day 7. The Day 8 touchpoint is only justified for a qualified lead.
